Standing Committees
AAEM maintains ten standing committees to carry out the work of the association. Chairmen and women are appointed by the AAEM President. All committees are open to the entire membership. If you are interested in learning more about a committee or serving as a member of a committee, contact the committee chairperson.
Federal Legislative Committee
Chairman - Roy Waite, Clarke County EMA
The Federal Legislative Committee maintains positive outreach efforts with Alabama's congressional delegation about emergency management and homeland security issues. Additionally, many members of the Federal Legislative Committee are involved through other efforts, such as the International Association of Emergency Managers (IAEM) and National Association of Counties (NACO).
State Legislative Committee
Chairman - Jim Coker, Jefferson County EMA
The State Legislative Committee works to educate members of the Alabama House and Senate on emergency management issues of concern. This committee works closely with the Association of County Commissions of Alabama (ACCA) on state-level legislative efforts.
Membership Committee
Chairwoman - Charity Mitcham, St. Clair County EMA
The membership committee works to provide services to AAEM members and to recruit emergency managers into our association.
Constitution and Bylaws Committee
Chairman - david brunson, elmore County EMA
The constitution and bylaws committees maintains the core guiding documents of our association and vets any needed changes or updates to the AAEM Constitution and Bylaws and the Administrative Policies and Procedures.
Certification Committee
Chairman - Chris Tate, Jefferson County EMA
The Certification Committee manages the association certification program.
Training Committee
Chairman - Myles Chamblee, Calhoun County EMA
The Training Committee is responsible for analyzing the association's training requirements and designing a comprehensive training strategy. This strategy aims to fulfill the identified needs while fostering the growth and development of emergency management professionals in the state.
Conference Committee
chairwoman - Melissa Sizemore, Jefferson County EMA
The Conference Committee manages the AAEM Annual Conference each summer, other AAEM workshops and meetings.
Nominations & Credentials Committee
Chairwoman - Margaret Bishop-Gulley, Sumter County EMA
The Nominations and Credentials Committee vets nominees for offices in the association and oversees the election of officers.
Awards & Recognition Committee
Chairman - David Martin, Russell County EMA
The Awards and Recognition Committee oversees AAEM merit and accomplishment awards.
Internal Communications

Internal Communications manages public-facing communications for the association.
Scholarship Committee

The Scholarship Committee oversees scholarship requests.
Special Committees and Caucuses
Special committees are established by the AAEM President to address particular issues.
Caucuses are special interest groups established to coordinate issues of concern to association members.
Institutions of Higher Education Caucus
Chairwoman - Jenni Guerry, University of South Alabama
The mission of the Institutions of Higher Education Caucus (IHE Caucus) is to provide emergency managers and/or college officials with emergency management responsibilities a voice and representation within AAEM, to encourage the advancement of emergency management and a culture of resiliency and safety within its respective institutions, and to provide a means for collaboration and cooperation with county and state emergency management officials.
Warning Systems and Severe Weather Preparedness Special Committee
Chairman - Jim Coker, Jefferson County EMA
The Warning Systems and Severe Weather Preparedness Special Committee is working to analyze the use of emergency notification and warning systems throughout the state as they relate to communication with the public for severe weather and other emergencies.
This committee will make recommendations to the Board at the completion of its work.
Mutual Aid Enhancement Special Committee
Chairman - Michael Posey, DeKalb County EMA
The Mutual Aid Enhancement Committee is examining the current structure of regional and statewide mutual aid systems and plans in Alabama in order to identify gaps and opportunity for improvement.
This committee will make recommendations to the Board at the completion of its work.
CLEM Special Committee
Chairman - ERIC JONES, Alabama EMA
The CLEM Committee is responsible for reviewing the CLEM program.
Mentorship Committee
CHAIRWOMAN - Kim Bouler, Mobile County
The Mentorship Committee is new in 2024-2025 and the goal is to provide new emergency managers or those wanting more guidance the opportunity to work with peers from around the state that can assist them with daily issues and unexpected events or disasters.
Historic Preservation Committee
Chairman - Jim Coker, Jefferson County
The historic preservation committee is new to 2024-2025 and the goal is to work with agencies from around the state to document, preserve, and share information, especially related to events or disasters. The historic information can be vital for others to learn from and use as examples or templates for future incidents.
School Safety Committee
Co-chairman - Chris Tate, Jefferson County
Co-chairman - Tom Tyler, Baldwin County
The School Safety Committee is new to 2024-2025. EMAs around the state play vital roles in assisting school systems and fellow public safety agencies in school safety issues. Several members serve on state committees and provide guidance for statewide policies and legislation. This committee will provide all members of AAEM with information regarding school safety issues on a state and federal level.
